Tang decided to keep the Han policy of empire building. The strength of a Chinese emperor was based on how much he expanded the empire, so he moved westward into what is today Afghanistan. He also moved eastward, farther into the Korean Peninsula, and southward into Southeast Asia into what is today Vietnam.

Tang could not expand its empire into Korean Peninsula. In between 668 (when Goguryeo was collapsed by Silla and Tang forces) and 676, Tang tried to set its base on Korean peninsula. However, in 676 after two battles between Tang and Silla, Silla got rid of Tang’s remaining forces. Later in 698, Balhae was founded on the Northern part of Korean peninsula bordering Silla.
