When were the South Korean government and North Korean government established?

After the World War Ⅱ, the 38th parallel was created to divide and rule the Korean peninsula by North and South. The document that arranged this parallel is the General Order No. 1 by SCAP (Supreme Commander for the Allied Powers) or the GHQ (General Headquarters). But back then, the areas were not called as ‘North Korea’ nor ‘South Korea’, because the government(s) of the peninsula were not yet formed. The Republic of Korea (South Korea) government was established in August 15, 1948, and the Democratic People’s Republic of Korea (North Korea) government was established in September 9, 1948.
